"Audacity" is free and will do this, including adding fade-in and out for your cut sections.
If the original file is mp3 then there are some free mp3 splitter programs around (just google for "free mp3 splitter". The advantage here is that you don't have to re-encode back into mp3 (which will degrade the sound a little, but probably not noticeable). Disadvantage is you lose the fade in/out functions.
