???? What program? Whatever it is, it's fucked up. That's not how it's supposed to work. Even Windows isn't supposed to be as broken as that ...
The only standard CTRL-something combination that should close a window is CTRL-F4. Apps can add others (e.g. Fireflx has CTRL-W for Close Window) but CTRL-anything is crazy.
