Well, it would make sense if the song had been written for Streets Of Fire, because they'd already taken Tonight Is What It Means To Be Young for the Janus no Kagami drama.

They've just gone for the next song on the pile (whatever the process for that is), changed the words, done a TV style arrangement, and ta-da!

I found downloads of the Janus show (there are no English subtitles or anything):

They use the tune of Tonight Is What It Means To Be Young at some points in the background music of the first episode, arranged as strings or whatever suits the scene.

It appears to be a story about a schoolgirl who is bullied so much she develops big shoulder pads and big hair and gets violent. Someone liked filming children being slapped. :/
