Susan is a lying sack of shite who lives in a delusional world of make believe that tries to find out personal information about people by emailing them and if memory serves me correct, the malicious bitch tried get someone sacked from their job.
I don't think JD wonders why board members get pissed, she just point blankly refuses to do anything about it. And gives a 'don't let the door slam your ass on the way out' type message when people leave because of Susan.
