Also, I've always contended that one year (Dark City, 1998; The Matrix, 1999) was not really enough turnaround time to steal the ideas of a movie.
More likely they just had them concurrently. Same as Ants and A Bug's Life (and to a lesser extent, Monster's Inc. and Shrek), Madagascar and The Wild, Armageddon and Deep Impact, Volcano and Dante's Peak, The Arrival and Independence Day, etc., etc., etc.
