If you were from Pakistan with radical Islamic views you'd get in no problem. I suggest you change your religion and develop a darker tan, either that or wear a Burkha.
If displaying everyone's IP's isn't going to happen, then perhaps just naming and shaming those that have multiple accounts is the next best thing.
