I've had problems changing, and trying many sizes and formats as well. One thing I have noticed is that it's by no means immediate. I've changed my avatar, it looks like it didn't work and then the next morning it is changed. Maybe you have to log off and wait awhile or maybe it needs to be approved by the admin. I haven't gotten a gif to work yet.
The technical term is appropriate.
How to change your avatar:
1. select picture you'd like to use.
2. Submit/comfirm
3. It's fucked. Maybe it'll work though.
4. Repeat the above steps.
