It dates back as far as the early 70s, as far as I know, when it was composed underneath a Bertolt Brecht lyric ("Song Of Defenselessness"?) for a production of "The Good Person Of Szechaun". I forget who did the translation but someone involved with THAT show once told me. It was Bob Sather (in "The Dream Engine" section) who revealed THIS Steinman project. If you look at the Brecht lyrics, in any of the translations, the lyrics ARE similar to "Gods" from "Neverland".

Also, according to the track details for the "Come With Me" demo, the tune was written in 1966?
