I don't necessarily agree. "Batman" was announced when "Dance Of The Vampires" Broadway was still a long way off. Jim had a creative spell, because he was in love with the material, composing "Angels Arise", "The Land Of The Pig", "Not Allowed To Love" and "Still The Children". That's pretty impressive by Jim-standard, and I don't think he bothered to write that much for "Tanz". Even Catwoman's song has a lot of new parts.

When it came to DOTV, the "Batman" material was clutched away and used in there. That's why "Angels Arise" in DOTV then has the "Surf's Up" riff for the "Shivers Down My Spine" section. I still don't know if "God Has Left The Building", "A Good Nightmare Comes So Rarely", "The Devil May Care", "Sometimes We Need The Boogeyman/Read My Apocalypse" were all intended for Batman first. Jim says there are no more demos to Batman, so I don't know.

I think Jim went to make an enormous effort with Batman, then DOTV kinda happened and the rest was history. Now everything that got cut from all those three shows, including "Neverland", looks like it's being squashed together into one huge concert spectacular BOOH that REALLY needs a good hard writer who can make it walk on its feet.
