When you view a profile (yours or anyone else's), the URL looks like this:
http://www.jimsteinman.com/messageboard/display_profile.php?u=XXX
where the XXX is your user name.
If you miss out the XXX, or use a non-existent user name, then you see a blank profile and that avatar you showed. I don't think it's anyone else's profile. I've seen the same thing, but then the avatar was someone drinking a beer. I assumed it was a pic of the web site author! No doubt it should say "No such profile" but it's not a big deal.
