I agree that it's a dumb title, perhaps it's meaning will be revealed in the film.
The song doesn't have to be called that, or even include the phrase, as "You Know My Name" and "All Time High" have shown; and "On Her Majesty's Secret Service" is an instrumental. Let's face it a song containing the word Octopussy would have to be highly comedic: maybe Weird Al could give it a go?
