Try converting to a gif and upload that.
I had the bizarre situation where one of my messages (the mailing list one at the top) was trying to display a jpg, but the other messages tried to display a gif. So if I uploaded a jpg, the first message showed and avatar and the others didn't. Vice versa if I uploaded a gif.
It be broken.
