My friend Amy reckons it's fear of age/death implied in the completion of anything. Peter Pan complex, basically, once something is released it's set in stone, it's in the past, instead of existing in the eternal present of his imagination. Hence his insistence on reworking old tunes. Also a musical equivalent of the tantric refusal of orgasmic release.
