Keeping the exchange rate in mind I'd suggest Vienna, Austria over the UK. It's a wonderful place at all times of the year - Easter time is my favorite. Plus, the day trips you can take from Vienna are easy to arrange and very good.

If you like NYC you'll find London it's more expensive sister. If you go to England, try Dorset or the Lake District. If you do go to London - take the EuroStar (book in advance) to Paris for a few days. It's not my most favored city, but it should be seen.
