You recall correctly. California experienced government rationing of electricity called "rolling blackouts." During the state-sponsored emergency, the state purchased electricity from companies producing outside their borders at outrageously high prices. I think that Pudding was referring to Enron as one of the sellers that profited from the California public utilities' stupidity.

Sadly enough, may Californians have decided to focus their anger on Enron and others who fed them power during their dark days - for a profit! - rather than punish or privatize their utilities. Needless to say, California will vote for Obama this election.
