Yep. That's been a little mystery to me since I first bought Bad For Good. I've never been able to decipher what exactly is said. I guess it could be "cut".
What's weird is lately when I actually try and listen for it I seem to miss it. Might have something to do with listening to it through an ipod vs. a good stereo. But there is definitely a faint voice in the background.
