I think its because people would be abit miffed about the state (effectively) poking its nose into what goes on in the privacy of peoples own bedrooms/toilets/car parks. You have a point tho Jacob, I know of people who have kids just so they can get an upgrade on their council house... makes me very sad. That said Jacob, are you implying that only affluent (would-be) parents can qualify for kids? I don't think you ARE saying that, but I wonder what the criteria SHOULD be...?
