I've picked up letters people are mailing that they don't seal. I've also had letters that arrive at my case where the glue has not stuck and they've just come open.
Also, the letters now all run through a shit load of automated machines which handle it very roughly... tearing a lot of it, and stuff... Mailmen don't really have time to go through everyone's mail. Sure, some mailmen do that kind of shit... but I'd guess it is less that .01 percent...
