Although when Aerosmith released their first album, it bombed and they were practically dropped by their label. Their management(Leber-Krebs)made them tour small venues for two years to build up a following and then they were able to talk the record label into giving Aerosmith another chance.

There have been acts who have conquered America by touring before an album was released.

To get a deal with an American label, bands or acts usually have to at least play one show for executives (unless they are very successful in another country and even then they tend to). So if Pandora's Box never played any live show, this might be a reason for why they were not released in America. I don't know.
