As far as I am aware there has been no public appearance of this movie since the Toronto Film festival in 1981, I guess the review might have come from that era, the reviews weren't bad I understand. DS produced and Alan Nicholls directed the version shown at Toronto. Meat in his autobiography says the movie was then re-edited (badly!) by Sonenberg and the writer and never went any further. The concert style videos for the Dead Ringer songs, were used in the movie so they are some bits that still survive. They were filmed during band rehearsals for the Dead ringer tour. If anyone has a copy of the film it would be a miracle - perhaps if Meat has the Alan Nicholls version he might see fit to release it at some point but I'm not sure he has either the film or the rights. Not sure I want see the re-edit! None of the other band members at the time, who were in the videos, have any idea where a copy is - I have asked!
