I don't think he intended to directly threaten the FBI, as much as he wanted to threaten the FBI while pretending to be the person he had an online fight with in order to try to get them arrested. It seems it backfired.
I apologize for posting this in public, but it seems sometimes it's the only way to get these sort of people to stop. I'm not trying to cause drama because we definitely already have enough off line drama in our lives, but this is just meant as a sort of memo to everyone in case he tries to pull this on you. My best advice is to just ignore it unless it comes down to threats in which you should save transcripts with the ISP, and forward it to the FBI.
