I found this the other day, the story from Classic Rock 2006. Quote:

What about the songs Steinman says he had written for the album but which didn’t get recorded? “Well, he had written some stuff. He had sent me, oh, I don’t know, 15 songs. And I was talking to him, saying: ‘I don’t think these are right for a Bat III record. They’re fine, but they’re not right for Bat III.’ The bottom line to it was I think his health was an issue to him. He wanted to do it but it was gonna take a very long time for him to complete the project. And, basically, I decided that I couldn’t wait for him. And that’s when it became kind of ugly.”
