I've always envisaged it as a duet, but they're not together.
Previous scenes in the show indicate passion, lust, desire between Batman & Catwoman, then stage is split in half:
Batman is seen on top of a spire, somewhere in Gotham, and Catwoman is elsewhere in the city; maybe an alleyway, amongst the bins & rubbish?
Song ends with Catwoman looking up into the skies longingly for Batman, and Batman looking down and across stage at Catwoman.
Anyways, two separate locations, and sung as a duet, but not together?
