It seemed to me like that was the comic irony of the telling.
Obviously, if the guy is on an island, he is surrounded by water. He is complaining that during a storm, the water he is surrounded by is not being controlled to his liking. Hence, he makes a statement where his lapse of judgement is clear. Then we go ha ha ha.
