| The government of VA had already passed laws banning guns on campus, including by those who had passed the necessary background and competence tests to have concealed carry permits. Had a law-abiding student been armed or had armed security been nearby way fewer people might have died. The fact is if someone is contemplating such a terrible thing they are going to get access to the means of doing it, here he knew he had a building full of people incapable of defending themselves. Obviously a law didn't stop this warped individual and laws are never going to stop them any more than drug laws stop drug users. The way American society is changing for the worse day-by-day I can't imagine not having sufficient means to defend myself, the authorities can't or won't do it.
