Webber wrote it with Steinman and Rock in mind. Jim did not write the music. Just as Jim did not write any lyrics to Confidence Man even though many people credit him with co-writing. The only obvious exception is Tanz where Kunze obviously stole (used?) Jim's lyrics yet Kuze got all lyric credit.
