First, you have to wonder about the sanity of anyone who thinks that the set design lets the musical down.
Second, it's a musical, not Shakespeare; saying the story lets it down is like saying that Usain Bolt's little toe isn't pulling its weight. The reviewer should remember that in this musical the song lyrics are as much part of the story as are the spoken bits, and that's rarely the case.
