A four foot, by eight foot, Silhouette of Cow? You know, your thinking of copyrighted images sent us on a whild cow chase, and in the end, God did not copyright cows. All you need is to take any image of good quality with a cow on it, trace the thing in Photoshop, The Gimp, or Fireworks, and you have Shape Of Cow. Shape Of Cow Gives Silhoette Of Cow. But 4 feet by 8 feet? So you have to increase the resolution of the image you find....you can do that in any of those softwares using the scaling/sizing settings, taking the resolution size and upping that, and putting the image size down below the auto setting, so that the effective resolution is very very high. I never tried making something as large as what you are being asked for, though. But my suggestion to you would be that the four foot part be the height, and the eight foot part be the length :-)
