Yes, and you are partly right. There are these things called virtual particles that have been observed to -appear- to zip in and out of existence but that isn't the case. The only reason they exist is because energy fluctuations within the vacuum. When they appear they barrow energy from the vacuum, exist for only an instant, and must give the energy right back. They appear in pairs of positive and negative particles. The positive particle instantly collides with the negative one. The only way to seperate the particles is on the edge of a black hole called the event horizon. The negative particle is capture and the positive is released in the form of Hawking radiation. Still in the grand scheme of things, for every energy released energy is balanced with that negative particle since the energy was barrowed in the first place. Energy can not be created or destroyed. Meaning there is no such thing as energy really popping into existence out of nothing nor it being deleted out of existence.

Your right again. It is called the Casmir Effect or Casimir-Polder force. People have wanted for years to harness this natural occurrence to try and create a perpetual motion machine to create free energy like a cold fusion device. Of course it has so far been impossible as they havn't been able to even get 100% energy input and 100% energy output in the same form. It is impossible to get more energy output from any given energy input. Essentially any free lunch ever earned is thrown right back into the furnace.
