I don't think it comes down to what's different. IE7 finally caught up with some things that have been present in other browsers for a long time.
It's more about choice: if you don't want to, you don't have to use that crappy excuse of a browser Internet Explorer. I can't see why anyone would use it, as it's about the worst browser there is.
That said, the latest beta version of Safari for Windows (3.0.3) is a lot better than the first one I tried, and it does get things right IE still fucks up.
