What rights do the songwriters have over their material? I heard that Kevin Rowland (of Dexy's Midnight Runners) did a cover of Springsteen's "Thunder Road", but because Rowland changed some of the lyrics Bruce wouldn't allow him to release it on a cd. (Rowland released it as a free download instead.)

OTOH, I understand Weird Al doesn't have to get permission from the songwriters to release his parodies (although he generally does as a courtesy), he just has to pay the fees/royalties. Do parodies have a separate set of rules?
