No he doesn't clearly state it at all, and I'm betting you needed it explaining yourself before you fully understood what the 'that' is.
I'm a relatively intelligent person and it took me a little while to figure what the 'that' is. And I'm fairly confident that other relatively intelligent people on the board, if they're honest, would admit that the 'that' wasn't clearly stated when they heard the song and it took them a little while too.
