I don't see why he'd need to recycle material due to finances.

He tends to reuse themes or parts of songs (godspeed, lost boys) but I always saw that like an author calling back to a character in a previous book. I always saw the inclusion of Original Sin and other familiar melody's in Tanz like this. More of a call back, or inside joke than lack of creativity.

As far as a Steinman produced album Bat 2 is the biggest example of Jim using previous work.
I think, in this case, it's because Pandora's Box didn't get nearly the credit and success it deserved. Those songs were better than being left on an album nobody know of.
Same goes for Bad For Good. Rock and Roll Dreams, Frying Pan, Lost Boys... deserved another chance at success.

Jim has had a few tastes of success in the music world. I'm sure he loves to have hit songs at the top of the charts. If it doesn't work once, and you believe in the song, don't give up.

I've never really considered the upcoming Bat musical another case of rehashing old material. I see it more of a career retrospective, of course I have no idea what songs he's planning on using, new or old.

As far as work that really matters. I think we all know Jim has a few "paycheck songs" on his roster. Or maybe he just wanted to have fun one afternoon and write "Break It" not sweating over it.
