I've long had a beef with giving money and aid to countries who are at civil war or are lead by a dictator or military junta. The best way the US or anybody for that matter to aid these countries is to put a bullet between the eyes of the leaders who are sitting back and watching their own people starve to death and being killed for no reason. Zimbabwe, Sudan, Myanmar (Burma) spring to mind
