Although it needs no recommendation around here, the closest thing to Steinman I can think of is early Springsteen. Specifically the Born To Run album. Lyrically it's very similar. Both tend to tell stories and use wit, not to mention the large sound that the E-street brings.
I love Damien Rice. Lyrically he may hit a few parts that I'd consider "Steinmanesque", but not as a whole. He also uses wit in his writing. I highly recommend Woman Like A Man.
