The core problems along with the alleged necessity for self-defense in certain states still are illegal weapons (ie the unregistered guns that are used in most crimes) and lack of responsibility. There's no reason why people who treat weapons with responsibility and respect shouldn't be allowed to own them.
Some redneck fart who loves to shoot at everything that moves, even if he only imagines it, is a different story.
Btw, last time I checked you could turn your body into a highly effective weapon too by learning about inner harmony and balance with the universe (and removing someones kidney in one swift move that also raises your chi).

I'd opt for place c: a place where it is not necessary to carry around weapons to defend oneself.
