Putting a very high budget show together can take a long time. The most difficult thing is raising the money. The extremely expensive Evening Standard Ad should be a sign that a lot of the money has now been raised. Then there is the organisation of the various teams, like the creative team, when everyone has different commitments. It has been three years and a lot of work but the West End production of "Gone With The Wind" was directed by the highly bankable Trevor Nunn and it took ten years. The problem is not Jim's songs or his script. He and the director have to do some editing because of running time but its better to have too much than too little. I think you will be pleasently surprised during this year. Have faith.
