They had a few guests on the record Brian May and Steve Vai weren't going to do it for free. Jim would have got a fair whack of money for the use of his songs, so a lot of bills had to be paid. €1.2 million seem about right for an album of that magnitude. You would also find a lot of albums go over budget anyway, it's the same with films.
