Correct.Its the idea that hope is still there no matter what.It may not solve your problems but it will there while you do.Hence the lines about "never alone" and the idea that no matter how down you are music can lift you emotionally.
You can say the beat is always true to imply that it is solid and unwavering but dreams needs to be more vague
