It should be made harder. Bearing arms shouldn't be considered a right but rather a privilege that has to be earned. Earned as in getting tested whether one is capable of handling one with responsibility - and with regular tests. In some States they do that with driving licenses too, why not with guns?
Sadly responsibility isn't highly regarded in certain States, just look at ridiculous lawsuites that solely exist to garner easy money out of companies that failed to state the obvious in warning labels.
