He had (pre-Cats) a Top #10 hits with
Marti Webb - Take That Look Off Your Face(Song & Dance)
David Essex - Oh What A Circus (Evita)
Julie Covington - Don’t Cry For Me Argentina (Evita) which you rightfully pointed out was #1.

I don't have time at the moment to check Top #40 hits, but I think he has a few of them pre-Cats. Argentine Melody for the 1978 World Cup got to #14

That was a Top 10 hit aswell

Starlight Express worked because it came out at a time Rollerskating was hitting it big and it's just an allround feelgood show because he wrote it for kids. I've never seen it, but hopefully I will one day with my kids, as they're into trains...LOL

The idea of Jeeves as a musical would work, but Ayckbourn was the wrong person for the job. Alan Ayckbourn and Jeeves reminds me of Ray Errol Fox and The Confidence Man, in theory it should work, in practice it misses the mark.
