At a guess, it would take about as much time to add as the existing board took to write, which is a lot more than it would take to ditch and replace with (for example) phpBB. It's custom code and the time to write would have been measured in weeks, whereas installing pre-written forum software takes an hour or two.
I think we've got what we've got because Jim likes the board this way.
