As reasons already stated, a good singer should be measured on the emotion in thire voice, and not just on vocal ability, in that respect, Jim is just as good as Meat, and even he wasnt, Jim's worked with other singer's who have put in some great, moving performances. Pandora's box, Rory Dodd, Rob Evan, Karla Devito to name but a few.
Without Jim, we wouldn't be having this debate in the first place, his music has given us so much to talk about and it gave Meat the start of his successful carrer. Without Meat, Jim would have found someone else, and we'd be having this debate about someone else being as important to Bat Out of Hell as Jim is.
