Why did he do it? Looks like he found his girlfriend with another guy. He shot them both dead, and then went on the rampage.
If a man finds his girlfriend in bed with another guy, and doesn't have a gun, does he bludgeon them to death with something nearby then run off and build a fertilizer bomb? No, it's the fact he already had a weapon to hand that this happened. That's what took the toll from 3 people to 33 total (including the gunman).
The fact that he wasn't supposed to be carrying round a gun isn't the point; he owned and had immediate access to one there and then.
