What About Love Intro

I swear to god the intro to What about Love, like the first 22 seconds, is completely out of time. I still can not discern the meter -- it's just 4/4, surely, but then WHY oh WHY the extraneous drum beat at the end?? It puts everything out of whack? Has anyone else noticed this?
